memory_limit is most likely overwritten in .htaccess file in Roundcube root
directory.

Your guess was right, the htaccess file in question includes:

php_value       memory_limit            64M

Please raise the limit and tell us if it fixed your problem.

OK, this needs to be addressed on a packaging level. Otherwise an update will
overweite the raised limit and break the address books again.

Suggestion: Move /var/lib/roundcube/.htaccess to
/etc/roundcube/htaccess and mark it as config file, so it does not get
overwritten. /var/lib/roundcube/.htaccess will then be a symlink pointing to
/etc/roundcube/htaccess.
